Summary: This article studies the democratic change in Mexico, since a system of an hegemonic political party, until the competitive political parties installation. Electoral reform is identified as mechanism for political change. It focuses the political electoral reform process in three axes: the creation and consolidation of the Federal Electoral Institute, the formation process of a comprehensive electoral justice system and the strengthening of a competitive party system.
