Summary: In posrevolutionary Mexico, the practice by local congresses of their right to initiate federal legislation is very recent: it menly started dur- ing the LVI Legislature of the Federal Congress (1994-1997) and although with wide differences among local congresses, it shows an upward tendency. However, there are few efforts to understand the exercise of this right and the changes on its practice, and there are no academic studies which analyze the factors that influence the inclination of local congresses to initiate projects of legislation before the federal Legislative branch of government. This document offers some data and proposes several topics of analysis that may enhance our understanding about the role played by local congresses in federal legislation, as well as the political and parliamentary constraints that influence their decision to initiate federal laws, and the success they get in attracting attention from federal legislators.
