information from the electoral bodies of the 11 countries in the region that include political participation
quotas (Argentina, Brazil, Bolivia, Costa Rica, Ecuador, Honduras, Mexico, Panama, Paraguay, Peru and the
Dominican Republic) and trying to understand that there exist elements far beyond percentage, that play a
role in the representation of men and women outcome.
For comparative purposes between these countries, from which dissimilar results were obtained despite
having similar quota systems, the researchers examined the constitutional and electoral legal system related
to political participation, as well as the quota regulation and the electoral system, the legislation
enforcement responsible agencies and their practices and outlined the review of claims and judicial trials
both at the national and at the Inter-American System levels. Finally, they analyzed special cases tending to
parity as well as legislative advancements that move from the compensatory quota system to one of parity.

Finally, they analyzed special cases tending to parity as well as legislative advancements that move from the compensatory quota system to one of parity.El artículo transcribe la conferencia dictada por la señora Line Bareiro (en el TSE-Costa Rica), en la que presenta los resultados de una investigación realizada por dos Departamentos del Instituto Interamericano de Derechos Humanos (IIDH), CAPEL y Sociedad Civil, con el objetivo de recabar información de los organismos electorales de los 11 países de la región que cuentan con cuotas de participación política (Argentina, Brasil, Bolivia, Costa Rica, Ecuador, Honduras, México, Panamá, Paraguay, Perú y República Dominicana) y de tratar de entender que existen elementos, más allá del porcentaje, que juegan un rol en el resultado de la representación de hombres y mujeres. Para los efectos comparativos entre estos países, de los que se obtuvieron disímiles resultados pese a contar con cuotas similares, las investigadoras examinaron la normativa jurídica constitucional y electoral referida a la participación política, así como la reglamentación de la cuota y el sistema electoral, los organismos encargados de la aplicación de la normativa y su práctica y destacaron la revisión de reclamos y litigios judiciales tanto en el ámbito nacional como en el sistema interamericano.
