Summary: The article describes the Costa Rican experience in the process of inclusion not only of people with disabilities, but also of ethnic minorities as indigenous groups are in the country; in the social processes, such as education, work and the right to elect and to be elected. It provides a particular explanation of the efforts undertaken by the Supreme Electoral Tribunal, in compliance with the Law on Equal Opportunities for Persons with Disabilities, in creating a specific Electoral Program that allows the equalization of the right to vote of this population.
