This article presents a critical systemic perspective on e-government appropriation.
It develops a critique towards what is called an official (widely used)
version of e-Government appropriation which has become popular in different
regions of the world, including Latin America. This is a model of �progress� in
different stages which is assumed to be valid in several levels of management,
such as policy formulation and implementation of e-Government initiatives.
Such a view becomes difficult to put into practice in local contexts. In con trast and in response to this problem, an alternative notion is developed, rescuing
local elements which influence the adoption of technologies and should
be therefore identified and discussed. A methodology is proposed based on a
combination of concepts, including a systemic boundary critique and analysis
of traditions to facilitate the identification and discussions of such elements. |
