The non-Community immigrant regulation requires to analyse the requirements demanded to enter in Spain regularly and in the situations the immigrant could be crossing our borders. The article pretends to give a general situation of which is the immigrant regulation in Europe, in Spain and in the Autonomous Communities especially in La Rioja.La autora sugiere recoger en su obra el fenómeno de la inmigración, el cual ocupa las primeras páginas de la información diaria en nuestro país, consecuencia de un punto de inflexión en las tendencias migratorias. El Estatuto Jurídico del inmigrante extracomunitario impone analizar los requisitos exigidos para la entrada regular en España y las situaciones en las que se pueden encontrar una vez pasadas nuestras fronteras.
