Historical analysis of several development models and the industrial property laws, showing their intimate relation and their incidence on the transfer of technology and the forge of progress. Confirming the existence of development on the underdevelopment, proposes to change the model, by suggesting one that privileges the internal market, the regional integration and the reestablishment of the balance between public and private interest, having as a goal, always, a social equity.Recuento de algunas denuncias de la periodista canadiense Naomi Klein en su libro Doctrina del shock. El auge del capitalismo del desastre, sobre la imposición del neoliberalismo mediante terapias de choque para llegar a la máxima obtención del lucro; críticas sobre las medidas propuestas para salir de la crisis. Análisis histórico de los modelos de desarrollo y la propiedad industrial, mostrando su íntima relación e incidencia en la transferencia de tecnología y forja del progreso.
