Sumario: Review of some denounces of the Canadian newspaperwoman Naomi Klein, on her book Shock Doctrine The Rise of Disaster Capitalism, concerning the imposition of the neoliberalism, by shock therapies, to obtain the maximum profit. Historical analysis of several development models and the industrial property laws, showing their intimate relation and their incidence on the transfer of technology and the forge of progress. Confirming the existence of development on the underdevelopment, proposes to change the model, by suggesting one that privileges the internal market, the regional integration and the reestablishment of the balance between public and private interest, having as a goal, always, a social equity.
