Summary: With 1991 Constitution, Colombia maintained a presidential government system, which is characterized by a strong executive, not only for its monocratic character, on which the functions of head of the state, head of government, highest administrative authority and commander in chief of the armed forces all are placed, but also form his/her capacity to lead the nation's destiny, to elaborate and execute development plans as well as the public budget, mange international relations, maintain public order, and so, on. This is strongly fixed by his/her being chosen through direct popular voting.
