To provide an answer to the challenges of the Fourth Industrial Revolution, some strategies have been promoted, including digital cooperation, among these is a new type of international cooperation, focused on promoting equity in access to innovation and technology based on the combined effort between several international actors. A second response on the international scene, is the promotion of technological sovereignty to strengthen countries and their populations in the face of digital skills and technological innovation. Considering the above, the main aim of this work is to analyze whether digital cooperation and technological sovereignty close digital gaps, starting from a context of the Fourth Industrial Revolution.Según el Foro Económico Mundial, el mundo se encuentra en la cuarta revolución industrial, una revolución digital que está generando desafíos a nivel global. Para dar respuesta a los retos de esta revolución, los organismos internacionales han generado diversas estrategias, entre las que se encuentra la cooperación digital, enfocada en promover la equidad frente al acceso de innovación y tecnología a partir de la cooperación entre diversos actores internacionales. Una segunda respuesta del escenario internacional es la promoción de la soberanía tecnológica para fortalecer los países y su población, frente a las habilidades digitales e innovación tecnológica.
