Summary: This paper aims to establish a dialogue between Hermann Heller’s juridical-political treatises and his writings on foreign policy. After considering the existence of a disagreement related to the nationalist or cosmopolitan character of his work, we show Heller’s thought as a synthesis of both characters through the concept of «self-preservation». As we state here, his work synthesizes juridical statism and international cooperation. To do so, we divide our paper into three sections. In the first one, we reconstruct Heller’s view of international law through his books Hegel und der nationale Machtstaatsgedanke in Deutschland and Die Souveränität. In the second one, we take his views on foreign policy in consideration, as they appear in «Sozialistische Aussenpolitik?», «Gespräch zweier Friedensfreunde» and Sozialismus und Nation. Finally, we summarize the main arguments, and we draw a conclusion.
