Qualitative research includes bibliographical review and data analysis of government sites in the state of Ceará. From the moment that society, using the appropriate technologies, is able to exercise the control of public management, the expected relational involvement may be similar to that of the shareholder capitalist that accompanies his/her shares invested in capital or financial participations. For social control to happen, the state must promote citizen education, teaching the population about its controlling role, which will encourage cultural changes in the common sense that “what belongs to everyone, is nobody’s”. Thus, the result is the production of knowledge in favor of the change in organizational culture and society in relation to public patrimony.  Considerando a atual situação do país, que estampa casos de corrupção na administração pública, este trabalho propõe a execução do controle social com o uso do Governo Eletrônico (e-Gov) para auxiliar no combate à corrupção. A pesquisa qualitativa compreende a revisão bibliográfica e análise de dados dos sítios governamentais da União e do Estado do Ceará. A partir do momento em que a sociedade, por meio das tecnologias adequadas, tiver condições para exercer a fiscalização da gestão pública, o envolvimento relacional esperado poderá ser semelhante ao do capitalista acionista que acompanha suas ações investidas em capital ou participações financeiras. Para que o controle social aconteça, o Estado deverá promover a educação cidadã, ensinando a população sobre seu papel fiscalizador, o que incentivará mudanças culturais no senso comum de que “o que é de todos não é de ninguém”.
