Sumario: Since the process of decentralization of power began in 1979, the definition of the territorial model has been one of the issues that have raised the most debates both in the political sphere and in public law. This unresolved issue in the constitutional text focuses one of the main subjects for reflection on the constitutional reform, in whose analyses with increasing insistence, federalism is indicated as a way to define our territorial model. From these premises, these pages intend to show the convenience of using federal experiences to cover the structural deficiencies and deficits of the autonomous State. Therefore, it is intended to emphasize again the need to constitutionalise the territorial model in a federal sense, in a way that ensures the integration of social and political pluralism by the constitutional agreement on how to territorially organize political power.
