Summary: This research aims to highlight the need for defining an inclusive and transversal European Historic Memory, that not only addresses the origin of the European Union in the context of Totalitarianism and the Second World War, but also considers the human rights violations cases in repressive processes, under a commonly accepted approach and supported by specific EU programs. For this purpose, the object of this study is the early exhumations that occurred in some Spanish provinces during 1979 approximately, because it constitutes a paradigmatic case of the need to adopt a pan- European Memory policy. The methodology used was based fundamentally on oral sources and on the Oral History theoretical framework. The results show the intensity and magnitude of the phenomenon, which contrasts with the minimum attention granted at that time by the media and later by historiography.
