However, this can not hide some elements of analysis that constitute challenges for this new attempt at conversations with the “elenos”, from the administration of former President César Gaviria Trujillo (1990-1994) to the current government of Juan Manuel Santos (2014 -2018). The section asks about the possibilities and limitations of these dialogues, understanding them as a different process from the Government-FARC-EP that builds a structure of particular opportunities, in relation to those of the ELN. This will be addressed from the perspective of analysis of the situation (Ramírez, 1993), understanding the judgments of the dialogue table and the place of social participation, configuring a possible scenario marked by the impact of civil society and the institutional challenge that it imposes.El escenario de diálogo entre el Gobierno Nacional y el Ejército de Liberación Nacional (ELN), a partir del 7 de febrero de 2017, dio señales esperanzadoras para que una Paz completa sea posible. Sin embargo, esto no puede ocultar algunos elementos de análisis que se constituyen en retos para este nuevo intento de conversaciones con los “elenos”, séptimo desde la administración del expresidente César Gaviria Trujillo (1990-1994) al presente gobierno de Juan Manuel Santos (2014-2018). El apartado se pregunta por las posibilidades y limitaciones que presentan estos diálogos, entendiéndolos como un proceso distinto del Gobierno-FARC-EP que construye una estructura de oportunidades particulares, en relación con las del eln.
