Agents who carry out this process are mainly intergovernmental organizations. «Globalization» has been observed, first of all, as a re-concentration of global public authority, strictly speaking a re-privatization of control of the collective authority, which has created an intergovernmental institutional plot, which tends to operate as a word Government. La OECD has come to play a transcendental role in determining economic policies that affect State policy decisions, affecting even the national constitutional mandates in the economic sphere.
