Sumario: The provinces as supramunicipal institutions are born with the centralist organization of the Spanish monarchy in the nineteenth century. A century and a half later, the creation of the autonomous state with the 1978 Constitution could have opened the possibility that the supramunicipal organization was the exclusive competence of the autonomous communities in all cases; however, it gave rise to four different models and unnecessarily hindered the establishment of alternative territorial institutional organization systems
