Summary: Within the framework of hegemonic neoliberal globalization in Colombia, the State has mobilized the law in general and the penal classification in particular trying to guarantee the conditions of its implementation. This process has been characterized by deepening the conditions of inequity both in the country and to the whole world; this has given rise to diverse expressions of social mobilization, many of which are carried out through protests and blocking of public roads. In this context, expressions of discontent have been criminalized so that the normal development of the market is guaranteed. This article seeks, through a qualitative and documentary methodology, to investigate the budgets and legal-political conditions exalted by criminalizing the crime of obstruction of public roads that affect public order in the context of the new global order.
