To this end, the concepts and defining elements of the technological revolution and the digital divide are studied, starting from studies in various fields of knowledge and documents of international organizations. Based on important conclusions obtained such as the ambivalence of the phenomenon from a social point of view and its multiple implications, the situation and initiatives at EU level and their orientation are studied, as well as those adopted in Spain, with its continuities and differences, with a reference to the autonomous field. Instead of a single final conclusion, conclusions are drawn in each of the sections, which reveal the relevance of the digital divide, its complexity and important repercussions on social rights, as well as the advances and shortcomings of the policies Public, who are slowly moving towards building a social right to digital inclusion as a condition of full citizenship in the information society.En este artículo se analiza el impacto de la sociedad tecnológica desde la perspectiva del principio de igualdad y no discriminación. Para ello se estudian los conceptos y elementos definitorios de la revolución tecnológica y la brecha digital, partiendo de estudios en diversos campos del conocimiento y de documentos de organismos internacionales. A partir de conclusiones importantes obtenidas al respecto, como la ambivalencia del fenómeno desde un punto de visa social y sus múltiples implicaciones, se estudian la situación y las iniciativas en el ámbito de la UE y su orientación, así como las adoptadas en España, con sus continuidades y diferencias, con una referencia al ámbito autonómico.
