AB  - This article deals with the concept of responsibility in the performance
of public functions. In this area, legal analysis are usually carried out from an ex post approach to responsibility, i.e. they deal with issues such as the
circumstances under which civil servants ought to be sanctioned or under
which circumstances they ought to take charge of compensation or to repair
certain damages. However, this paper aims at focusing on an ex ante perspective too: what does the proper performance of a public «responsibility»
require?
