According to the so-called micro-mega rule, big parties prefer restrictive systems that exclude minor political formations, while small parties prefer inclusive systems. We have tested this rule using preferences expressed by political parties themselves, using data from 57 complete proposals, involving all parties (12) and regions (17). The results refute the rule, because not all big parties behave as would be expected, while small parties are not always efficient in achieving their objectives. In sum, expectations regarding party preferences for founding institutional rules should not be reduced to aggregated party size.Este artículo analiza las preferencias de los partidos por los sistemas electorales de los parlamentos regionales en España en la etapa fundacional (1977-1983). Ponemos a prueba la llamada regla de micro-mega, según la cual los partidos grandes prefieren sistemas restrictivos y excluyentes de las minorías, mientras los pequeños, incluyentes. Hemos contrastado esta regla con las preferencias manifestadas por los partidos mismos, es decir, con 57 proposiciones completas, de 12 partidos, relativas a las 17 regiones. Los resultados no confirman siempre la regla ni tampoco algunas de sus consecuencias, como la maximización de los escaños futuros.
