Sumario: Is it possible for a government with a strong centralist tendency, such as the Uruguayan, to transfer part of its power, resources and management responsibilities to lower instances of government? Can the Frente Amplio (FA) meet the challenge of deepening decentralization in the face of the creation of the third level of government without contradicting itself? Which trends can be observed with regard to its impact on citizen participation? In this article, we analyze the implications, during the first five years since its entry into force (2010-2015), of the implementation of law 18.567 —of Political Decentralization and Citizen Participation, passed by the Uruguayan parliament in 2009—, on the structure of decentralization introduced in 1989 by the Department Montevideo
