Is it possible for a government with a strong centralist tendency, such as the Uruguayan, to transfer part of its power, resources and management responsibilities to lower instances of government? Can the Frente Amplio (FA) meet the challenge of deepening decentralization in the face of the creation of the third level of government without contradicting itself?
