The answer to the question necessarily takes into account conciliar teaching and subsequent reflection, reference to the Canonical Law Code, the 1985 Bishops’ Synod with its subsequent debate and to the Apostolic Constitution Apostolos suos. From these references it can be concluded that the decisions of the Episcopal Conference, with the recognitio of the Apostolic See, are binding for the Bishops in it, not by the authority of the College or the Pope, but by the Conference’s own authority, derived from the joint application of the power of each Bishop.
