The only areas wherethey may bring change is as a benchmark for new laws and as apotential enforcement tool in some domestic courts.Las normas básicas del trabajo de la OrganizaciónInternacional del Trabajo fueron adoptadas como referencia internacionalpara derechos laborales. Sin embargo, esta investigacióndemuestra que estas normas no han significado una importantefuente de cambio en Argentina, Chile, México y Guatemala. Lospaíses tenían leyes similares a estas normas antes de ratificar estosconvenios. Las normas de la Organización hicieron poco para influira los gobiernos y movimientos sociales y no parecen mejorarla aplicación de las leyes laborales. Esfuerzos para incorporarlasen acuerdos comerciales no han conducido a cambios domésticossignificativos.
