The article describes the application in Costa Rica of the alternance mechanism, and gender parity (Electoral Code: 2009), based on the results of the municipal elections of December 2010 and the process of renovation of the internal structures of the political parties. It states that alternance and gender parity mechanisms have to be met in the delegations and direction offices, in the roster of popular election posts, and in providing state funding for political parties. It summarizes the recommendations made by experts in the topic and it highlights the transit of the quota system, in eligible posts, to parity and alternance. It represents a step forward in the process of formal and real equality of Costa Rican women by increasing their political participation. It also highlights the resolutions of the TSE, which based on the New Electoral Code, have significantly contributed to the application of parity and alternance |
