Summary: It analyzes the way in which the Electoral Code that is currently in effect in Costa Rica, enacted in 2009, is in alignment with the objectives of parity, transparency, efficient controls, adequate sanctions and the strengthening of the political parties, emphasizing the issue of funding of political parties. In addition, it presents a review of the lessons learned from this new legal framework. It also presents the threats and challenges that the Supreme Tribunal of Elections (TSE) visualizes and it leads finally to the proposals of legislative reform that the TSE has recently fostered regarding the issue of political funding and debt
