The structure of the citizen vote is also addressed and it is characterized by the validity of the double vote system and the process for the distribution of the mandate or congress seats based on the votes cast as well as the existing ways to facilitate vote access to citizens. Among these modalities are: mail vote and electronic voteDescribe y analiza los fundamentos jurídicos y políticos del sistema electoral alemán. Para lo cual explica los componentes del sistema, destacando entre otros aspectos: las condiciones institucionales existentes para el fomento de un régimen competitivo de partidos políticos, en las que subraya la llamada “Cláusula de Bloqueo” y las condiciones para su participación en los periodos electorales.
