Summary: EMU was built on the assumption that the common currency would pave the way for the setting up of a solid Economic and Monetary Union. But the founding fathers oversaw the great real differences existing among the member countries and, most important of all, the difficult marriage between the euro and the budg- etary goals of the member countries. The financial upheaval initiated in 2010 brought to the fore the consequences of that contradiction. This brief paper aims at underlining the urgency of giving the Economic and Monetary Union its definite shape so that the contradiction fades away.
