Summary: With the arrival of illegal content exchanges caused by p2p networks on the Internet, copyright has demonstrated substantial weaknesses and procedural safeguards to protect the benefits of rights holders in digital networks. For this reason there was an imbalance in the market economies of the entertainment industries worldwide, who have chosen to promote the strengthening of liability schemes against users and ips offenders regardless of the implications this has for consumers on the Web and their fundamental rights. It provides a scheme where new business, licensing and compensation models, awarded by digital networks and collective culture, demonstrate how copyright can serve as a balance to protect the rights of owners affected, while freedom in network markets prevails to spread the culture and education. This can be specified in an alternative compensation model that sets the parameters in which should operate the free exchange of contents, controlled and secured by goverments, the Fisher model.
