Laburpena: The aim of the present article is to identify and explain continuities and discontinuities of educational public policy from different conservative governments which were ruling the country during the last three decades of century XX. Furthermore, requirements and directives given and applied by national party over the regeneration period, in particular of the former, the deepening of practical sense in education and their religious character, and from the latter, the exploitation around a renewed spirit of identity and national unity of citizen and democratic inclusion.
