Summary: The Theory of the Public Service from its origins in France in the second half of the Nineteenth Century until the present day has had an important influence in Colombia and in the western world. Its origins, its nature, evolution and currency, its tendencies and its present contradictions, its application in the international context in the ideological, political and the economic transformations of the last three decades and its current application in telecommunications are analyzed. The democratic elements of the Theory of Public Service recovers force to rescue the public in the direct provision of essential public services by the state, by the use of Administrative Law and administrative proceedings to resolve its conflicts and as an alternative to private enterprise and mercantilist concepts. In the part relevant to the research carried out, historical and logical methods were integrated with analysis and synthesis; primary sources and secondary sources were used as well as a documentary analysis.
