Summary: After the cease � fire and peace declaration issued by the terrorist group ETA, Spain and the Basque Country are looking forward to the beginning of a dialogue and negotiation process that should lead to a peace agreement and the end of the terrorist violence. The purpose of this article is to present three basic elements that should be considered in the dialogue and negotiation process. The first one has to do with reparation to the victims of terrorist acts, including assistance and protection measures. The second one has to do with the social reinsertion of ETA members and the political participation of movements that might defend or not condemn terrorist violence. The third one with the launching, development and maintenance of a peace culture, to avoid forgetting the past while moving forward and thus enshrining respect for the rules and principles embedded in any democratic society.
