Laburpena: The 2011 marked 20 years of issuance of the 1991 Colombian Constitution and is necessary to perform a balance about the achievements in regional ordering and territorial autonomy. The objective of this work is to identify three inconsistencies present in the Constitution and that have limited the empowerment of the regions and territories; these are: 1) The confusing form of State established under the formula of decentralized unitary Republic; (2) The adoption limited of the concept of territorial autonomy, and (3) The existence of two concepts or ideas latent on territorial decentralization. To perform the study went to primary and secondary sources through technical review and documentary analysis. It is concluded that the trend in Colombia is a strengthening of the unitary State to the detriment of the regional State and consequently, the weakening of the autonomy and decentralization of the territories.
