referendum has become a first order political instrument which does not occur
without difficulties and setbacks. The article�s purpose is the study of its importance
as well as the problems it has raised, therefore analyzing its legislative frame, the
institutional structure, the National Electoral Court legal regulation, financing,
accountability, campaign dynamics, electoral education and the current proposed
electoral law reform to the legislation that regulates this direct democracy institute.
