Summary: Data about low voter turn out in federal presidential elections since 1964 show a growing trend with an average of 35.98% non-participation. The state of Chihuahua has one of the highest non-participation percentages in the country, averaging in the last elections 47.16%. This article reviews the quantitative literature about the specificities of this state�s electorate and presents original data surveys in focus groups in four local cities. The article suggests ways of providing a typological profile of voters and non voters in order to better describe and predict the electoral behavior in this state.
