This model requires changes in the ratio of national to regional levels, through a process of land management that enhances the decentralization and the freedom granted to the regions, but the process is just set and underdeveloped. Land arrangement includes several aspects: 1) Division of the territory of the Republic, 2) distribution of competencies and resources among the nation its territorial units, and 3) The ordering, planning and management of territorial space by organizing human activities and uses of soil. Due to incomplete and confusing territorial model, currently own dynamics combine Unitariancentralist state with regional demands this creates the juxtaposition and uncoordinated sectoral policies of national land policies to subnational levels.La República colombiana ha ensayado en su historia diversas formas de Estado tales como la confederación, la federación y el Estado Unitario. Al final del siglo XX se adopta un nuevo modelo: el Estado Regional, que representa un esquema intermedio entre el unitario y el federal. Este modelo exige introducir cambios en la relación del nivel nacional con los niveles territoriales, mediante un proceso de ordenamiento territorial que potencie la descentralización y la autonomía reconocida a las regiones; pero el proceso apenas está enunciado y poco desarrollado. El ordenamiento territorial comprende varios aspectos: 1) División del territorio de la República; 2) Distribución de competencias y recursos entre la Nación sus entidades territoriales, y 3) El ordenamiento, planificación y gestión del espacio territorial organizando las actividades humanas y los usos del suelo.
