Summary: This article presents the ASEAN Intergovernmental Commission on Human Rights. The Commission was set up in October 2009 to promote human rights in the ten member States of this regional cooperation organization of southeast Asia. The article explores the process of recognition of human rights within this organization, the act of constitution of the Commission and the reactions to it by other relevant States, international organizations and NGOs. Then there is an analysis of the Commissions statute, focusing particularly on the possibilities left open by the statute to develop its functions, taking into account the experience and practice of other international mechanisms, on a universal as well as a regional level. The article is closed with a reference to the first case brought to the attention of the Commission where violations of human rights took place, and with a compilation of the most relevant conclusions.
