declare the individual criminal responsibility
for the execution of reprehensible crimes at the
international level.
It will seek an approach to the establishment
of the modern courts from reviewing the history
of the Nuremberg and Tokyo tribunals, as
well as AD HOC tribunals established for the
former old Yugoslavia, Rwanda, Sierra Leone
and Cambodia, which constitute the immediate
background of the Rome Statute and the advent
of the International Criminal Court.
