TY - JOUR T1 - La Constitución de 1991 y la política exterior colombiana A1 - Vela Orbegozo, Bernardo PB - Universidad Externado de Colombia YR - 2008 UL - http://biblioteca.ararteko.eus/Record/dialnet-ar-18-ART0000383583 AB - In 1991 the establishment of the policies which govern Colombian foreign policy showed that our lawmakers had considered the deep changes that States and international relations are going through. These principals, which refer to the need to open the country to the world in a creative way, led the government of the time to propose an opportune and pertinent proposition, namely, the universalization of international relations. Nevertheless, it can be claimed that nowadays Colombia does not have a State foreign policy that adheres to the objective of universalization, but instead has a policy that responds to the current necessities of the particular government in power. This situation is evident in the ongoing process of unilateralization, that is, a disregard for the importance of multilateralism. This could lead to the country lining up with policies dictated by the Washington administration.
