These principals, which refer to the need to open the country to the world in a creative way, led the government of the time to propose an opportune and pertinent proposition, namely, the universalization of international relations. Nevertheless, it can be claimed that nowadays Colombia does not have a State foreign policy that adheres to the objective of universalization, but instead has a policy that responds to the current necessities of the particular government in power. This situation is evident in the ongoing process of unilateralization, that is, a disregard for the importance of multilateralism. This could lead to the country lining up with policies dictated by the Washington administration.El establecimiento en 1991 de los principios que rigen la política exterior colombiana permite constatar que nuestros constituyentes habían considerado los profundos cambios que en el mundo moderno están sufriendo el Estado y las relaciones internacionales. Estos principios, que se refieren a la necesidad de abrir nuestro país al mundo de manera creativa, llevaron al gobierno de la época a proponer un corolario oportuno y pertinente: la universalización de las relaciones internacionales. No obstante, lo que se puede advertir en nuestros días es que Colombia no cuenta con una política exterior de Estado que obedezca a ese objetivo de la universalización, sino con una política de gobierno que responde a las coyunturales necesidades del ejecutivo de turno.
