The author relates the topic of constitutional reform with the ancient Greeks categories of nomoi and psefismata as the way to difference democracy from demagogy.El artículo hace una síntesis de las reformas constitucionales que se han dado en Colombia, utilizando los mecanismos de acto legislativo (art. 375 CP) y referendo constitucional (art. 378). Así mismo, sintetiza el control de constitucionalidad de las reformas por vicios formales y por falta de competencia del órgano reformador (inconstitucionalidad por sustitución) que se ha dado hasta la fecha.
