Summary: The Defensoría del Pueblo (Ombudsman) is a Colombian institution that is part of the Public Ministry, with budget and administrative independence. Its main functions are the promotion and the spreading of the human rights, agreed to the stipulated in the 1991 Colombian Political Constitution, specifically in the chapter ii, title x �Organisms of Control of the State�. The law 24 of 1992 establishes the organization and operation of the Colombian ombudsman. This institution appears like a mediator between the citizens and the State, receiving requests and complaints of the Colombian people to different state organizations; others of its functions are: gives its opinion about the problematic of the human rights, Presents an annual report to the Colombian Congress; is responsible for managing the public defence for the people who can�t pay a lawyer; Realizes actions for the defence of collective and fundamental rights; recommends the policies for education in human rights and finally realizes recommendations to the authorities in the matter of the human rights.
