AB  - The paper offers an exploratory analysis of the capacities and institutional
deficits of local governments in the region of Nuevo Cuyo. We will focus
on the way that associated municipalities manage policies, programs and
micro-regional projects. The accent will be put on the organization the
management of procedures, and more particularly, the legal institutional
framework. We shall consider restrictions on institutional capacity to
hinder or impede the implementation of partnership projects. We will
therefore determine the degree of autonomy actually held by municipalities
and associations of municipal agencies in Argentina.
