Summary: The analysis of local political power and social conflict in the department of Caldas involves asking for existing bulbs destined to exert political control over in the region within the national context. The study defines the time period between the years 1988 -2000 in order to highlight progress and obstacles to the decentralization process. The categories the analysis are: municipal fiscal performance, local political power and leadership, social and political conflict, social movements in Caldas and civic and political participation. The result shows the relationship between political power and municipal development prove that the system of democratic representation is a system consulting and general interests is still played by traditional leaders who have held power in the region for four decades with a large capacity of party hegemony in the local and departmental levels. The approach is socio-legal study and contributes to the development of online Regional Policy Studies Legal Studies Research Group at the Faculty of Juridical and Social Sciences University of Caldas
