In recent years, e-Government portals have had a number of important changes
resulting from technological advances. The rapid expansion of Internet use
in government and citizen activities makes it compulsory to reflect upon the
characteristics government websites should possess, as well as effective ways
of evaluating them. This article presents a model for the measurement and
evaluation of general applicability, initially based on an evolutionary theoretical
approach which we have been developing over the past five years through
its application to the case of the state portals in Mexico. We believe that the
implementation of the evaluation instrument (a questionnaire with reagents
for different variables) may be useful in other countries. For this reason, this
article describes its theoretical bases, the empirical refinement process and
our results in terms of a draft questionnaire, as well as some recommendations
for its implementation. Due to the fact that websites evolve along with
technology and governments, this proposal is presented as a flexible and comprehensive
model that could help to locate a set of government portals into
a ranking, with its methodology, limitations and scope also presented in this
document. |
