Summary: This article presents some of the results from the first phase of the research carried out on the State functions in Colombia, especially the analysis made about the administrative functions which public entities and institutions must develop. The methodology used consisted of identifying the missionary and administrative functions in the legal legislation. To analyze the administrative functions this research contributes a theoretical construction that, from legal, jurisprudential, and doctrinal sources, develops some orientation criteria which let show the applicability of the following legal institutions, in the practice of administrative functions: instruments (Administrative Act, Administrative Operation, Administrative Contract), Mechanisms, (Decentralization, Deconcentration and Delegation), and Procedures (Right to Petition, Governmental Via, and Direct Revocatory). When applying these orientation criteria to the Administrative Functions attached to public institutions, it was evidenced that only in 40% of the studied functions its application is clear and that in 60% of the analyzed functions there was a difficulty in the identification of the applicable instrument, mechanism or procedure for practice.
