AB  - This article is the product of research on the project named Bicentenario Constitucional
Colombiano 1810 � 2010, guide for the management of the finances
of the State. The article presents, in a descriptive and analytic way, the
constitutional clauses of the 1886 political constitution, and its reforms thorough
1936. This article includes the State�s resources management since late
nineteenth century to the beginning of the twentieth century, period which
most relevant reforms were the intervention of the State in the economy, the
implementation of a yearly State budget, the establishment of monopolies,
and the restrictive condition of the Budget.
