AB  - The purpose of this paper is to analyze the socioeconomic and legal aspects
that underpin the reform of the constitution via referendum, which seeks to
prescribe the fundamental right to water, and indicate that the proposed provisions
to the public are right to address their needs felt in this area. The central
thesis of this paper is that the Colombian constitutional order requires a reform
of this nature because it must honor the commitments made internationally,
because Colombia has ratified the International Covenant on Economic,
Social and Cultural Rights and other international treaties have obligations
regarding the right to water which Colombian citizens are entitled.
