Summary: By the late of the seventies (70´s) and the early of the eighties (80´s), the Colombian Federation of Educators (FECODE) has turned into a strong group of pressure which is moving within the society. This allows that colombian teachers put the defense of public education as a key issue of their fight. In this context and as part of an acute crisis of public education, the XII Congress of the FECODE carried out in 1982 directed colombian teachers towards the developement of a pedagogical movement which undertake the task of analyzing and discussing the core aspects of public education: the quality of education, the role of schools in colombian society, the role of the teacher, among others. Consequence and archievement of this process was the submission to Congress and subsequent approval of the General Law of Education.
