Summary: The purpose of this essay is to analyse the process to institutionalize the State Agencies in order to improve the public services in the frame of the reform of Spanish administrative structures. This reform is driven along by several factors: a demand for a higher policy of transparency and efficiency in the social civil services; adaptation to territorial decentralization and a higher inter-administrative coordination; the need to emulate international processes, particularly those from the EC, at the time of designing implementation tools of public policies. Such reform is being driven along inside the galaxy of all types of heterogeneous public corporations that build up our institutional Administration today. The essay studies the present configuration of those State Agencies already created and exposes their possible potentiality to simplify and clarify the too complex organizational Spanish administrative framework.
